Olivia Yost, MSc | RISE PA Program Manager | PennTap
Olivia oversees a statewide initiative that supports energy efficiency and clean technology upgrades for small manufacturers across Pennsylvania. With a strong background in science policy, grant administration, and program management, Olivia oversees all aspects of PennTAP’s RISE PA program and is especially focused on building strong relationships with local partners and businesses across the state to maximize the impact and reach of the RISE PA program.
Catherine Tulley, MPA, GISP | Environmental Group Manager, RISE PA Grant Program | Pennsylvania Department of Environmental Protection
Catherine is the group manager for Pennsylvania’s Reducing Industrial Sector Emissions in PA (RISE PA) grant program, a $396M statewide industrial decarbonization initiative funded under EPA’s Climate Pollution Reduction Grants implementation grant program. Catherine joined the RISE Team in July 2025 after spending a decade working in regional planning and economic development, focusing on broadband, transportation, and water infrastructure. She previously worked for the Southwestern Pennsylvania Commission covering the 10 counties of southwest PA. Catherine served as the Pittsburgh region’s CPRG planning grant manager and pulled together a $1.94B project pipeline for the national CPRG implementation grant competition. She is certified GIS professional with a strong background in data analytics and systems administration and has also served on a variety of regional and statewide boards as a volunteer board member, including Pittsburgh Region Clean Cities and KeystoneGIS.
